County considers hiring NYSTEC to draft public-safety radio RFP, forms working group

County Administrator Mark Humbert told the Finance Committee Jan. 13 he had contacted NYSTEC for a cost estimate to draft an RFP for a public-safety radio system upgrade, a topic previously raised at the Public Safety Committee.
Humbert proposed a smaller working group to continue discussions and make recommendations on the RFP scope, including the fire coordinator, emergency management staff, EMS, the sheriff, E911 operations, the Public Safety Committee chair and the County Administrator. Supervisor Dawn Pisciotti raised concern that the county already employs a purchasing agent to prepare solicitations; the record shows members said the anticipated scope would require more time and technical research than one staff person could reasonably complete.
The committee earlier referred an authorization to release an RFP for the public-safety radio system to the Finance Committee. Humbert said he is awaiting NYSTEC’s cost estimate; no procurement decision was made at the Jan. 13 meeting.
