Council President Dow T. Voelker reported that he and Councilmember Marcia A. Thomas met with Village Solicitor Yazan Ashrawi to develop a framework for a zoning overlay district. Ashrawi will finalize the framework for council review; the approach will use previously established Design Guidelines as a template for a Certificate of Appropriateness.
Separately, Mayor Matthew Cincione presented O-2717-24, an ordinance authorizing an intergovernmental agreement with the City of Grandview Heights to provide police, emergency medical and fire prevention and suppression services, recreational facilities, recycling and solid waste collection, maintenance and other public services to the village through Dec. 31, 2034. Council discussed the ordinance but requested more historical cost data and projected costs before taking action.
