Plymouth County hears proposal for 270-kW solar installation projected to save roughly $460,000 over 20 years

Assistant County Administrator Theresa Vernazzaro presented a proposal to install a 270-kilowatt solar array across three county buildings using a power purchase agreement (PPA) that requires no upfront capital from the county.
Vernazzaro told the board the project is "projected to save approximately $11,000 in the first year and $460,000 over 20 years." Commissioners discussed whether the county should purchase panels outright or use a PPA; Theresa Vernazzaro said she would vet PPA companies for financial stability and for contract terms that ensure removal and roof restoration at the end of the project. County Administrator Frank Basler noted that behind-the-meter projects remain allowed and suggested a possible lease-rate increase for the trial court from $1 to $3 per square foot in exchange for sharing utility savings, and Commissioner Gregory M. Hanley raised the idea of using a consultant for procurement.
The board asked staff to return with additional information and vendor vetting at a future meeting; no procurement decision or contract was authorized at the April 9 meeting.
