Commissioners warn some providers could become out-of-network under Florida Blue; broker flags key hospital negotiations

Commissioners repeatedly asked how switching carriers would change employees’ access to doctors and hospitals after the broker’s network analysis showed Florida Blue’s proposed network would leave more of the city’s historically used providers as out-of-network than FMIT.
Mark Rodriguez, the city’s benefits consultant, said that among the top 100 providers used by city plan members the FMIT network covered about 97% while the Florida Blue Options network covered about 87%. He pointed out that Quest Labs would be Florida Blue’s preferred lab partner and that, at the time the report was generated, Broward Health appeared out-of-network. Rodriguez cautioned that some hospital contracts were under negotiation and that the status could change: “There is another hospital system, Memorial Network, whose contract with Florida Blue is up, as of September 1,” he said, adding that Florida Blue believed they would reach an agreement.
Commissioners pressed staff for concrete counts of affected employees; the broker identified four individual claimants who had used Broward Health services in the reported period and staff committed to publish a provider lookup and the formal plan numbers so employees can check whether their current clinicians participate in the Florida Blue Options network.
