Commissioner Marc Rice moved to reaffirm the prior organizational minutes; Commissioner Shane Nickerson seconded the motion, which passed three ayes to no nays. Later, Commissioner Shane Nickerson moved, and Commissioner Sam VanLoon seconded, to appoint Marc Rice as chairman; the motion carried with two ayes and Commissioner Rice abstaining. Commissioner Sam VanLoon then moved, and Commissioner Marc Rice seconded, to appoint Shane Nickerson as vice-chair; that motion carried with two ayes and Commissioner Nickerson abstaining.
