Staff briefs board on TPAC MOU: EBDA to absorb Metro’s Victory Avenue obligations

Under the arrangement described, EBDA will absorb Metro's requirement to design and install Victory Avenue from future 2nd to 1st (the Eastbank Boulevard alignment) while TPAC will design and construct Victory from 1st to Davidson. Staff said EBDA is holding the Metro funds assigned for this construction and that TPAC will include utility infrastructure and mobility improvements in its scope.
"We are absorbing Metro's requirement to design and install Victory Avenue... TPAC is designing and constructing Victory from 1st to Davidson," staff said. The presenter noted that the MOU is still being finalized, that staff will work with the executive committee over the next 30 days, and that the plan is to bring the full MOU to the board for discussion and approval at the August meeting.
Next steps: staff will complete the MOU with TPAC, provide the executive committee with review access in the coming month, and place the TPAC MOU before the full board in August for action.
