Commissioners approve disbursement agreements, ask some agencies to appear for oversight

County staff presented disbursement agreements for child support services, the Howard County Council on Aging, victim services, the museum, volunteer fire departments and West Texas Centers. The presiding official said the court's operating procedure asks organizations receiving more than approximately $6,000 in county funds to come before the court and provide financial information.
"Our operating procedure has been that we asked them to come and visit with us if they were receiving over is it over 6,000?" the presiding official said, noting the court typically asks those organizations to meet when grant or disbursement levels exceed the threshold. Commissioners discussed whether to approve checks now or require the recipient (victim services) to appear first; the court approved the disbursement agreements including victim services and asked staff to request appearances where appropriate.
West Texas Centers provided the court with their full financial audit and frequent communications with county staff, the presiding official noted, and the agency is expected to bring contracts for commissioner signatures in a future meeting.
Next steps: Staff will prepare for agency visits where operating procedures require them and will obtain signed disbursement agreements and contracts as needed.
