Human Resources Director Brian Sams updated the committee on a planned NeoGov online recruiting and applicant-tracking system. Sams said implementation is currently on hold because the state is transitioning to a new statewide system and a vendor has been selected at the state level; he estimated the state transition will take approximately 12 weeks. When the state process concludes, Sams expects to have a clearer timeline for Wayne County’s NeoGov implementation.
Sams also reported a net increase of 107 full- and part-time employees in 2025. During the meeting the committee approved multiple HR transmittals by 4-0 votes, including contracts for employment advertising (Audacy Operations, Inc.; Indeed, Inc.), renewal of excess employer liability insurance with Eastern Shore Associates, extension of third-party administration services with NCA Comp, and salary schedule adjustments for managerial/confidential staff.
Sams said the NeoGov platform would allow digital submission of hiring requests and storage of exam scores, and that department heads will use it to submit position fill requests through a digital workflow. The committee did not set a specific re-implementation date; Sams will report back after the State transition completes.
