Garfield County to reimburse CDL training up to $5,000; resolution to split HR and payroll advanced to next meeting

The Garfield County commissioners discussed county support for CDL training and the county's HR structure at the July 8 meeting. Charlie Saylor, speaking for Deputy Clerk Tasha Powell (who was on vacation), said the county will reimburse 50% of CDL course costs upon receipt of completion, and reimburse the remaining 50% after one year of employment, with total reimbursement capped at $5,000.00.
Commissioners also agreed that HR and payroll functions should be separated: HR and employee grievance matters would be handled by the commissioners and the county attorney, while payroll, new‑hire paperwork and insurance enrollment would remain in the Clerk & Recorder's office. A formal resolution to effect that separation will be put on the July 15, 2026 agenda for consideration.
