Clay County reprimands landfill director after missed KDHE inspection; orders cleanup and approves equipment purchase

County Attorney Brenda Jordan told the Board she received an email from KDHE stating Carroll had scheduled the inspection but then 'remembered that it was a Holiday' and did not contact KDHE or attend the inspection.
The Board discussed each item cited in the KDHE write-up and scheduled a tour of the landfill on March 16 to verify compliance. Commissioners also approved a motion to allow up to $4,000 to purchase a rake attachment for the skid steer to aid in trash pickup and passed a second motion donating 68 hours from the County Sick Leave Pool to an employee at the landfill.
The actions were taken during the county's regular meeting Feb. 23, 2026. Commissioner Mayo made the motions related to the equipment purchase and sick-leave donation; Commissioner Carlson seconded both motions and each passed unanimously. No further disciplinary action was recorded in the meeting minutes; the Board directed staff to return with documentation of cleanup on March 16.
