Commissioner Mallozzi said the city should demand a price reduction because "by the time we get this vehicle, we're going to be almost at '26" and that paying full price for a unit produced earlier in the contract timeline is unfair. City Attorney Jacob Horowitz outlined options including payment with a reservation of rights and bringing contract claims for breach; the city manager said ARPA funds pay for the purchase and advised securing the truck to avoid losing the ARPA project. The commission directed staff to secure the vehicle, explore payment under reservation of rights, and coordinate with the fleet manager and attorney on next steps.
