Clay County narrows 2026 asphalt project; buys snow plows, crimper and bulk tire stock

Highway Administrator Bobby Shomper told the Clay County Board Feb. 9 that Morganville’s council said the city did not have budget for its portion of the county’s 2026 asphalt project. The Board instructed Shomper to remove Morganville’s share and continue the county’s segment, stopping at Morganville’s west city limits and resuming at the north city limits. Shomper said the county will not lay a 2-inch asphalt lift through town due to safety concerns and the need for a municipal contribution.
Shomper also presented multiple equipment and inventory purchases. The board approved buying two new 9-foot Sno-biz snow plows for $19,864.40 to fit two new pickups, and agreed to list the old plows and the new pickups on Purplewave for sale. Shomper reported that Napa offered a $32,520 trade credit on current supplies and crimper and would provide a shop hydraulic crimper plus a mobile crimper for a $6,130 difference; the board approved accepting the Napa program. Finally, the board approved a Kansasland Tire & Service quote of $189,564.36 for a variety of tires to keep in stock, to be paid from the Road & Bridge fund.
