Ellis County authorizes up to $11 million in PBC revenue bonds to fund facility projects

The Board of Ellis County Commissioners on Feb. 3 approved Resolution 2026-05 asking the Ellis County Public Building Commission to offer revenue bonds to finance several county facility projects, including a Law Enforcement Center remodel, a new Emergency Medical Services building, courthouse HVAC work and administrative building HVAC improvements.
The resolution authorizes up to $11,000,000 in principal, with a condition that the true interest cost not exceed 5.50 percent. Ranson Financial advised that a bond rating would be sought and that bids were to be due at 11:00 a.m. on March 9 (as published in the bond timeline). County Administrator Darin Myers and bond counsel will prepare offering documents and, if bid parameters are met, the County Administrator is authorized to sign the winning bid form and related documents.
Commissioner Nathan Leiker moved the motion to approve Resolution 2026-05 and to authorize the County Administrator sign bond sale documents when parameters are met; Commissioner Michael Berges seconded. Leiker stated, "I move to approve Resolution 2026-05 authorizing the sale of the building project bonds with the Ellis Cunty Public Building Commission as well as authorizing County Administrator Myers to have signatory authority to sign for such bond on March 9th." The motion passed by a voice vote of three to zero.
The resolution cites K.S.A. 12-1757 et seq. as authority for establishing a Public Building Commission and contemplates entering into lease agreements between the County and the PBC to provide rental payments sufficient to meet debt service requirements. The county will seek to limit the bonds’ financing parameters (principal and TIC) before the Chairman and County Clerk affix signatures. Funds were noted as expected to be available on or about March 25, 2026 if the sale proceeds as planned.
Next steps: staff and advisors will finalize the Preliminary Official Statement, seek a market rating, accept bids on the stated schedule and, subject to meeting the thresholds in the resolution, execute closing documents and allocate proceeds to the listed projects.
