Neighbors press city on traffic, runoff and wastewater capacity during rezoning hearing

Multiple residents and a utilities‑concerned speaker raised infrastructure questions tied to the proposed rezoning off East Hightower during the July 28 Planning Commission meeting.

Robin Barrow’s emailed comment (read into the record by staff) stressed inadequate notice (signage placed on an unmaintained Vine Circle) and asked whether the Fire Marshal exception would apply to allow a single access point for 61 lots; Barrow asked for a new traffic study or consideration of a deceleration lane given increased school traffic. "I believe in growth and especially housing for Social Circle, but want to ensure that it is done fairly and with an eye to our citizens already here," Barrow wrote.

Doug Hawkins (S8) focused on utilities and watershed concerns, saying the city may be at or near wastewater treatment allocations in practice and that the city should track the cumulative impact of subdivisions. Hawkins cited historical flooding to the wastewater plant and said he has tracked allocations: "We have around 773, 775,000 gallons a day processing," he said, and urged the commission and staff to more fully address water and sewer impacts before approving additional subdivisions.

Commissioners acknowledged the concerns, discussed retention ponds and engineering review during the preliminary‑plat process, and attached conditions (buffers and a recommended deceleration lane) to the rezoning recommendation. The commission also recommended that mayor and council consider abandonment and control of Vine Circle to prevent construction traffic from using an unmaintained road ahead of permitting.
