At 10:22 AM Commissioner Nancy Hier moved to adjourn until Monday, Feb. 23 at 9:00 AM; Commissioner Boyd Davis seconded and the motion carried 3‑0. The minutes of the Feb. 9 meeting were approved on Feb. 23, 2026 as recorded in the meeting file.
