UN briefing: humanitarian access limited in Gaza and winter will worsen shelter crisis

Ramiz Alatbarov said that, despite some improvements in sanitation and waste removal, humanitarian assistance remains insufficient and recovery progress in Gaza is slow. "Human dignity should not be conditional," he said, adding that community resilience cannot substitute for large-scale deliveries of materials and services.
He pointed to a recent integrated report that showed some gains in food security and nutrition but warned the gains are fragile and many families remain dependent on aid. Alatbarov warned that with winter approaching "the window to provide an effective response to pressing shelter needs is closing fast," urging accelerated action to restore livelihoods, rehabilitate essential infrastructure, and provide dignified shelter.
