Ramiz Alatbarov, briefing the Security Council, urged immediate, complete implementation of the comprehensive plan and Security Council resolution 2803 to put Gaza on a path to recovery. "The comprehensive plan to end the Gaza conflict and the Security Council resolution 2803 must be implemented in full," he said.
Alatbarov listed concrete elements he said the plan requires: disarmament of Hamas and other armed groups; withdrawal of Israel Defense Forces from Gaza; deployment of an international stabilization force; and transfer of governance responsibility to a committee charged with administering Gaza. He told the Council these measures should be guided by a political objective of reuniting the West Bank and Gaza under a single Palestinian authority and restoring a political process toward a two-state solution.
