Bridge Supervisor Matt Fritz and other staff emphasized that proper preparation is important for the emulsion to perform as expected; Fritz said he would like to see the prep work as well as the finished product. Commissioners did not vote on a procurement action during the meeting but directed staff to talk with Vance Brothers about emulsion options and to pursue bids for chip-and-seal and dust control where appropriate. The topic was discussed across SEG 007–SEG 008, and staff also noted equipment preferences (grader then groomer) and training needs for implementation.
