Ellis County commissioners set approach to review rights-of-way and discuss Wheatland Avenue responsibility

The board asked staff to form a committee and gather information to review approximately 30 miles of rights-of-way by geographic divisions and to return with cost estimates; staff will meet with NCK on Wheatland Avenue where the county's only responsibility is a culvert.
Staff presented maps showing county-maintained and non-maintained rights-of-way (ROW) and asked for direction on how to review parcels that may no longer benefit the public. Commissioner Nathan Leiker suggested organizing the review by quarter sections; Commissioner Michael Berges preferred a similar geographic approach and County Appraiser Eugene Rupp suggested using township/range. The board directed staff to form a committee to collect data, hold conversations with affected property owners and report back. Mackay estimated there would be a little over 30 miles of ROW to evaluate.
On Wheatland Avenue, Myers and Mackay said they will meet with Eric Bergs of NCK and have invited the city to participate; staff said the county’s responsibility is limited to the culvert and that NCK would have to decide whether to close a gate or build a fence. The item will return with updated cost numbers and recommendations.
