Ellis County to start bond process for Law Enforcement Center and courthouse HVAC; first payment due 2027

County Administrator Darin Myers provided a bond project update at the Jan. 26 session, saying resolutions to initiate the bond process will be on the agenda the following week. The bond package covers the Law Enforcement Center (basement phase to begin this summer, with Hays Police Department remaining on site until late 2026), Ellis County Emergency Services building, Courthouse HVAC replacement and Administration Center fan-coil work.
Myers said the bond is structured for 20 years and the first bond payment is scheduled for 2027. Commissioner Leiker suggested staff should not advance interest payments if the budget did not account for them; the board agreed not to pay the first interest payment in 2026. Staff indicated the Courthouse HVAC will be let for bid by summer and that the Law Enforcement Center’s basement work will commence this summer for phase one.
