Ben York, CEO of the East Bank Development Authority, told the committee that East Bank is holding roughly $60,000,000 across CSP cycles to complete right-of-way purchases tied to East Bank Boulevard work that the council originally approved in 2023. York said stakeholder input and private development proposals changed the project footprint and required an amended AECOM scope.
