Resident raises erosion and storm-drain concerns for underground power conversion project

At the start of the June 3 meeting, Ryan Morris followed up on a previously sent email about the underground power conversion project, stressing that his remarks were not intended as criticism but to request clarification and enforcement. Morris reported concerns about contractor selection and post-construction site conditions, specifically pointing to erosion-control measures, topsoil quality and storm-drain irrigation that he believes may not meet city standards.

Mayor Hopkins addressed the comment during his time later in the meeting, explaining the city must award public works contracts to the lowest responsible bidder and noting that the Department of Ecology monitors removal and replacement of materials for environmental compliance. He also reminded residents that the citys right-of-way is city property and residents are not automatically financially responsible to restore it; he invited public input on processes for restoration when appropriate.
