State funding drives UDOT-led delivery; design-build contractor named

Janelle Robertson said the Frontrunner 2X project is being managed by the Utah Department of Transportation because a large portion of the project (about $840 million) is state-funded. She told council members that the remainder of the funding is expected from a Federal Transit Administration grant for which an application has been submitted but not yet awarded.
Robertson said a contractor has been selected for a progressive design-build delivery. She identified the design team as Horrocks DEA partnered with Frontrunner Forward Partners, a joint venture of Stacy Witbeck Inc. and Ralph L. Wadsworth Construction, and described the team as one UTA has used for prior rail projects. Robertson cautioned that station relocations or major changes would depend on funding availability and that the federal grant does not cover station relocations.
