Council amends parking code, grants interim authority to safety director/city manager

Council passed Ordinance 25-44, which amends several sections of the city's codified parking ordinances (sections 353.02, 353.03, 353.04, 353.05, 353.08, 353.14 and repeals sections 353.13 and 353.15) to give the public safety director (or the city manager, if no public safety director is in place) interim authority to set days/hours/regulations for controlled parking and to modernize payment language. Chief Adam Moore explained the change "gives the city manager or public safety director the ability to control days of the week, hours, regulations, when we sell parking permits, all of those types of things" and said the change preserves council oversight by requiring ratification within a set period.
Council discussed consultant-driven, data-based parking adjustments, loading zones and holiday/bargain-day free parking. The council moved to suspend rules requiring three readings and approved the ordinance on the same night.
