The Big Horn County Board of County Commissioners opened the first preliminary budget hearing and asked departments to present line items and any personnel or wage requests for consideration in the preliminary budget. Chair called the hearing to order and instructed departments that personnel requests must be presented at this session.
County finance staff (Mike) said the office used last year's numbers adjusted by an inflation factor (2.9%) for most projections but had not yet built longevity payments for some deputies into the schedule. "So what I do is I take last year's numbers, and I just apply to an inflation factor of 2.9," Mike said when questioned about the methodology. The discussion moved on to several department-by-department line-item reviews and to requests that will need further follow-up before commissioners adopt a preliminary budget or a resolution setting wages.
