Board denies Nashville School of Excellence amended charter application

The Metro Nashville Public Schools board voted unanimously to deny the amended NewStart charter application for the Nashville School of Excellence, a proposed grades 6'12 school with a target enrollment of 630 in south Nashville.
During debate Member Elrod, who moved denial, pointed to the charter review team's "partially meets standards" findings in educational program design, operations and finance, and raised concerns about the proposed network's past performance and the governing board's local engagement. Elrod also cited the district's fiscal-impact analysis: "The district's fiscal impact summary and estimates... cited an estimated fiscal impact of $2,184,849 in year one and $8,979,510 at build out," he said, adding that those projected seat losses could affect neighborhood schools.
Board members discussed the application's alignment of the STEM goals with state accountability indicators and whether the amended materials sufficiently justified the need for this particular operator in Nashville. After discussion the board voted to deny the application; the motion carried unanimously.
