• Addition of moratorium resolution to New Business: Motion by Commissioner Philipp von Hanstein, seconded by Commissioner Nathan Park; passed unanimously (motion recorded at SEG 013). • Approval of amended agenda: Motion by Commissioner Park, seconded by Commissioner Jones; passed unanimously (SEG 014). • Approval of Jan. 20, 2026 minutes: Motion by Commissioner Carl Jones, seconded by Commissioner Nathan Park; passed unanimously (SEG 020). • Moratorium resolution: Motion to adopt a moratorium through Feb. 18, 2026 by Commissioner von Hanstein failed for lack of a second (SEG 026).
