Development Services Director Patrick O’Brien presented the petition for annexation of 31.956 acres at approximately 20 East and 1700 South, explaining applicants had met county requirements and had attended pre-application meetings with staff. He said the annexation is the first legislative step and that an annexation agreement specifying zone, utilities, and shoreline-protected areas would be prepared subsequently.
Legal Counsel Heather Schriever noted minor, non-substantive amendments to the draft resolution to clarify the petition was by a single public entity and to adjust language referring to owners. Council members asked questions about shoreline protection extent and differences in process when annexing public property; O’Brien said shoreline designation will be specified in the annexation agreement and that certain private-owner statutory requirements do not apply to public entities. Council Member Clark Taylor moved to adopt Resolution No. 2026-01-02R accepting the petition; Council Member Ernie John seconded and the motion passed unanimously.
