Council Member Staci Carroll asked state representatives whether property-tax policy changes are likely in the current session and how that could affect municipal funding.
Kay Kristofferson summarized a proposal that would cap taxing-entity increases at 5% without voter approval: "There is a bill that states a taxing entity can’t increase property taxes more than 5% without going to the people for a vote," he said. Kristofferson warned such a cap could encourage jurisdictions to raise taxes in small annual increments instead of taking larger, transparent votes.
Brady Brammer and others said including a measure tied to inflation could be helpful. Val Peterson noted water-related funding proposals could include a modest property‑tax component to fund water projects. The council asked for clarity from the legislature on how proposed caps or growth factors would interact with local needs and with truth-in-taxation rules.
