County staff presented reviewer recommendations for $391,000 in outside-agency requests, and commissioners spent extensive time questioning documentation, outcome measures and whether agencies complied with follow‑up requests.
Commissioners expressed frustration that North Central Flint Hills Area Agency on Aging had not provided required funding formula documentation despite multiple requests. The panel had recommended $40,000; several commissioners argued to reduce that to send a message and reallocate funds to local appeals. The commission reached a working consensus to divide that $40,000 into four $10,000 amounts: $10,000 each to Safe Families, United Way (relief fund), the county senior center and to retain $10,000 for North Central contingent on follow‑up reporting. Commissioners also discussed OCCK’s recommended award of $125,000 (panel recommended down from a $198,000 request) and did not change that recommendation at the session.
Staff will reflect the commission’s consensus in allocation paperwork and will seek clearer outcome metrics and MOUs for outside agencies moving forward.
