Ohio Wesleyan asks to rezone central campus to mixed-use PUD; staff recommends more detail before final vote

Ohio Wesleyan University asked the Delaware City Council on Aug. 25 to rezone roughly 109 acres of its campus to a Mixed-Use Planned Unit Development to allow future library and campus improvements.
Planning staff told council the rezoning would consolidate existing institutional and overlay districts into a single PUD that would permit college uses, cultural institutions, daycare and structured parking while creating a process for future, staged development. “This plan unit development would repeal and replace all existing zoning districts and overlays,” Planning staff said, adding that small additions (under 10,000 sq ft) could be approved by staff while larger changes would require planning commission and council review.
Staff recommended approval but asked council to delay final adoption so staff and the university could resolve a condition tied to the vacation of Hayes Street and several paper alleys near the sports complex. “There’s one condition that we would like to iron out with the Ohio Wesleyan team,” Planning staff said, and requested the ordinance go to a third reading to finalize that language.
Darren Lehman, senior director of facilities for Ohio Wesleyan University, said coordination with staff has been smooth and that the university looks forward to working through the details. “It’s been a very smooth process so far,” Lehman said.
The council agreed to take the ordinance to a 3rd reading to allow staff and the university to settle the condition before adoption. No public speakers asked to speak specifically on this item during the hearing. The matter will return to council once the Hayes Street condition is clarified.
