Bossier Parish committee: Halff Associates chosen for UDC update; May 2026 kickoff targeted

The Bossier Parish Road/Subdivision Regulations Committee heard on March 18 that Halff Associates, Inc. was selected to lead a comprehensive update of the Bossier City–Parish Unified Development Code. Carlotta Askew-Brown, Executive Director of the Bossier City–Parish Metropolitan Planning Commission, told the committee that firms were interviewed in November 2025 and the contract is "currently under negotiation," with a "target kickoff of the project in May of 2026" and an expected 18–24 month timeline for reviewing the comprehensive plan and UDC.
Askew-Brown said the MPC expects to participate in one-third of the total project cost, which she identified as $980,000.00, and that previous studies were funded by the City of Bossier City and the Bossier Parish Police Jury. She said the update will use technical and advisory committees during the review and that an agenda item to approve the contract will appear on an upcoming Regular Meeting agenda. The committee was told the project aims to streamline regulations and to support future grant and federal funding opportunities.
