Tracy Swain of Pawcatuck used the public-comment period to raise several operational and communications issues. She said many Stonington residents connected to Westerly Water were not notified of an outage in early July and remain under odd/even watering restrictions; she urged the town to improve direct notification and noted confusion about which agency (Westerly Water, Aquarian, or the health department) is responsible for alerts. "There was no notification sent out by Stonington," she said.
Swain also described a sewer-department email thread that included more than 250 recipients and in which a business reply-all exposed routing and checking numbers, calling it a privacy lapse. She raised additional concerns about board and committee diversity, unanswered town-hall phone lines, and a delayed charter meeting. The board acknowledged the comments; staff follow-up and agency coordination were discussed informally but no formal action was recorded at the meeting.
