During the Camper's World discussion, staff and board members examined infrastructure needs tied to phased development and TIF financing.
Staff explained that existing town water sources and wells should cover phase 1 but that phase 2 may require additional infrastructure such as a permanent booster pump, a tank or extra wells; those additions would be assessed during later phases. For construction access, staff said the developer budget may include a temporary bridge to move excavators and dump trucks across the river for initial work, and that longer‑term bridge solutions might qualify for state forestry/transportation grants if timber or regionally appropriate materials are used.
On financing, staff described how TIF revenues and bond proceeds will be used to make bond payments first; once the developer or bond schedule is repaid and there is excess incremental tax revenue, those funds can be repurposed inside the TIF district for infrastructure projects that were not part of the original TIP. Board members stressed the need to clarify responsibilities for construction, ongoing maintenance and long‑term operations before committing town resources.
