Developer seeks permit to add 85 units atop existing Broadway commercial building

Attorney Brian McGrail presented a second application from Eastern Equity Partners for special permits to allow residential apartment use and to alter and extend a nonconforming structure at 40 Foster Street and 310 Broadway (assessor map 21, Block 358, Parcels 22 and 23A). McGrail said existing commercial tenants — including M&T Bank, Tufts Medical and Kaplan Insurance — would remain and that the project would add residential units onto the existing building rather than demolish it.
McGrail cited Revere zoning ordinance sections and argued the proposal complies with applicable standards; he said the mixed‑use approach preserves commercial uses while increasing housing near employment and transit. Paul Rizzo, a long‑time nearby resident and former owner, spoke in support and said the project would revitalize Broadway. Councilors agreed to refer the matter to the zoning subcommittee for detailed review of plans, nonconforming structure issues, and site‑plan conditions.
No opponents appeared during the hearing. The council did not vote to approve permits tonight and instead directed the submission to the zoning process so technical issues, tenant impacts and any required infrastructure upgrades can be addressed in subsequent hearings.
