Staff outlines Pro Housing Phase 1 RFP, outreach and applicant list

County staff provided a detailed background on the Phase 1 Pro Housing RFP and the county’s outreach to municipalities. Joanna said the county distributed a municipal interest form to 60 Dane County municipalities; 14 responded with 13 unique responses. On March 11 the county hosted an informational webinar and the following week held virtual office hours; Joanna said 20 people registered for the webinar and 19 attended live.
Staff described how the Phase 1 RFP was released and advertised. Joanna said the RFP was released March 23 and publicly advertised in the Wisconsin State Journal on March 27. To encourage participation across community sizes, the RFP set a minimum award of $15,000 and a maximum of $150,000. Joanna listed applicants including the city of Monona, the village of Deerfield, the village of Waunakee and the city of Sun Prairie and said the county had remaining funds from Phase 1 (figure reported in the meeting with transcription ambiguity). Staff noted procurement questions were handled through Dane County procurement and that the county intentionally avoided giving proposal-specific guidance during office hours to preserve a competitive process.
Staff said, after Phase 1 contracts are approved by the county board, the county intends to open a second-phase RFP. The presentation concluded with an invitation for questions; commissioners asked none before moving to a vote to approve the Phase 1 recommendations.
