County staff summarized the Phase 1 RFP process and the applications received. Joanna, a county staff presenter, said the county had solicited municipal interest forms from 60 municipalities, received 14 responses (13 unique), and hosted an informational webinar on March 11 and virtual office hours the week of March 16. Kathy Camp, chair of the application review team, told the commission, “They were all fairly consistent in terms of quality, and ... we recommended full funding for each 1 of the applicants.” The applications cited in the meeting included proposals from the city of Monona, the village of Deerfield, the village of Waunakee and the city of Sun Prairie.
Staff said the Phase 1 RFP established a minimum award of $15,000 and a maximum award of $150,000 to encourage participation from communities of different sizes. Joanna reported registrations and attendance for outreach events: “We have a total of 20 individuals registered for the webinar, 19 attended the live sessions,” and said the county intentionally avoided proposal‑specific guidance during office hours to preserve fairness. Staff also stated there remained roughly $720,250 in funding available from the Pro Housing allocation (amount reported in the meeting transcript with some transcription ambiguity).
After discussion, the commission moved to approve the preliminary funding recommendations. Chair Brown called for the vote, saying, “All those in favor, say aye.” The motion carried. County staff indicated the next steps include county board contract approvals and a second phase of RFPs to follow.
The commission’s approval covers the preliminary distribution of Phase 1 Pro Housing funds; individual contracts and any additional actions will return for review and signatures as required by county procurement and the county board.
