LaGrange Housing Authority seeks gap funding to start Phoenix Lane affordable housing project

Miss Hurd, speaking for the LaGrange Housing Authority, presented conceptual drawings and asked the county to help close a funding gap for a 4‑unit Phoenix Lane project on Revitt Street.
She said the project was funded by a 2023 grant secured through Senator Raphael Warnock’s office but needs money for grading, a parking lot and sidewalks before it can go to bid. "The city did agree to put in the sidewalks for this project," Miss Hurd said; staff estimated that the in‑kind value of sidewalks could be $25,000–$30,000 and the authority is working with county staff to identify the remaining gap so construction contracts can be solicited.
Commissioners discussed whether county crews could contribute in‑kind labor for asphalt work; staff noted the county has some striping and paving capacity but that concrete aprons and curbing might require outside contracting. Miss Hurd said the unit mix will be one 1‑bedroom, one 2‑bedroom, one 3‑bedroom and one 4‑bedroom unit and that the development will provide affordable housing in an area with known demand. The item will be on tonight’s agenda for a formal funding decision.
