Downtown Development Authority asks Troup County for roughly $35,000 toward $166,000 master plan

Bill Honeycutt, representing the Downtown Development Authority, asked the county to join four other partners in funding a new long-term downtown master plan.
"The cost for this plan is a $166,000," Honeycutt said, and he told commissioners the DDA is asking five entities to split the bill so the county’s share would be about $35,000. Consultant Aaron Fortner said the plan would include heavy public engagement, a market analysis (KB Advisors was cited as a potential partner) and an implementation strategy to guide downtown redevelopment over the next two decades.
Fortner described the study area as extending beyond the current downtown district and said the plan would seek housing, improved retail support and parks/open-space improvements while protecting existing businesses. Commissioners asked about previous downtown work and whether current projects (such as the Loyce redevelopment and the TAD-funded hotel) would be affected; staff said those projects remain active but the master plan would help align public and private actions going forward.
Honeycutt asked that county commissioners participate on steering committees and said the DDA board has approved the plan and secured other partners' commitments; the item will be on tonight’s meeting agenda for further action.
