Buffalo County committee reviews Rules of Government; WCA urges ordinance to self-organize

County Administrator Lee Engfer told the Committee of the Board that he has been working with the Wisconsin Counties Association to update Buffalo County's Rules of Government and that WCA "strongly recommends that we pass an ordinance to become a self-organized county." The committee discussed how adopting the ordinance would align the county's policies with the recommended Rules of Government.
Members debated changing supervisor terms so not all seats are up at once. The committee considered a proposal to use staggered two- and four-year terms during an initial transition, resulting in four-year terms thereafter with roughly one-half of the board elected every two years. The committee noted WCA advised that no other counties in the state currently use this staggered approach but said it would be allowed under state law. The committee decided to send a draft with the proposed changes to WCA and to Corporation Counsel for legal review before placing the ordinance before the full County Board.
