"We did the MERP assessment for this building and for the old town garage... they came up with a plan... and there was supposed to be grants to implement it. Well, we got noticed that we weren't an energy needy town, so we weren't eligible for implementation grants," Committee member (S1) said. Members discussed that assessments without accompanying implementation funds leave towns with documented needs but no path to pay for upgrades.
Members noted that when grants are available, typical government cost-shares still leave local matches; one member summarized past district funding choices and urged the commission to be explicit in the plan about implementation funding challenges.
