Lyon County approves CDBG application and blight finding for downtown rehab; Fork & Spoon named as applicant

During a public hearing on Feb. 20, the Lyon County Commission approved the county’s application to the Kansas Small Cities Community Development Block Grant (CDBG) program and related actions to support a downtown commercial rehabilitation project.
The board approved Resolution 04-25, certifying legal authority to apply for the 2024 Kansas Small Cities CDBG program, and Resolution 05-25, declaring a building blighted for the purposes of the CDBG application. The board also approved a contract with Western Consultants to provide administration services for the county’s CDBG commercial rehabilitation program; all three motions were recorded 3-0 in the minutes.
Garrett Nordstrom of Western Consultants briefed the commission on the CDBG program and said Lyon County would not hold debt or liability for the grants. Applicant Lucas Moody described Fork & Spoon’s proposed rehabilitation at 713 Commercial, stating construction is expected between June 2025 and January 2026 and that CDBG funds would cover construction costs only. The approved resolutions and the administration contract enable county staff to submit the application and proceed with program administration if the Kansas Department of Commerce awards funding.
