A public commenter who said they attended a Nov. 6 budget meeting recounted that the board met in executive session, voted and then ended the process. "I reviewed the video. So in in terms of, like, if you had sent it back last year, I do not know that the BDA would have would have down and actually gotten the revenues, you know, in line with the expenses," the commenter said.
Committee members responded by questioning the charter's mechanics when the council rejects a budget and whether additional negotiation steps or a formal rework process should be required. One committee member said the process as written allows the council to reduce the budget but not to increase it, and pushed for clearer requirements that the BDA or other body rework proposed budgets rather than allowing the process to stall.
No charter amendments were proposed at the meeting; members agreed more engagement between council and the BDA might be needed and suggested staff or stakeholders consider draft language for future charter revisions.
