Napa County Law Library ends 'Smile' photocopy contract, will install new electronic-payment copier

The Napa County Public Law Library Board unanimously decided Aug. 20 not to extend its contract with the third-party vendor “Smile” for photocopying services and instead authorized the manager and the board president to arrange a new copier that accepts electronic payments.
"The Board decided not to extend the contract with ‘Smile’ for photocopying services," the minutes state. Anthony Halstead moved to approve the decision; Judge Solga seconded and the motion carried unanimously. The manager will provide information on setting up a Napa County Law Library bank account to enable electronic transactions.
Board members framed the decision around access to justice, saying patrons should be able to copy law library materials that cannot leave the building while balancing cost and convenience. The Board directed the manager and president to negotiate a copier agreement that supports electronic payments and to return with contract details as needed.
