Denton County Commissioners Court on July 28 presented a proclamation commending deputies Jaren Lockhart, Allen Henry, Ian Concepcion Marquez, Shannon Roach, Tommy Cowan, Joseph Gilbert and Sergeant Carissa Flowers for lifesaving actions after an individual collapsed in the main courthouse lobby on March 9, 2026.
Sheriff Shervin described the response, saying the protective-detail unit followed training and "started CPR" while another deputy retrieved the AED and others maintained security. "Because of their actions, because they followed their training ... a man is alive today," the sheriff said during the presentation. The court then approved the proclamation unanimously.
The resolution states deputies performed coordinated emergency medical procedures, sustained care until emergency medical services arrived, and restored a pulse before transport. Judge Eads thanked the sheriff's office for protecting county buildings, employees and visitors and invited residents interested in careers in public safety to check sheriff's office openings online. The court made the proclamation official by motion and unanimous vote.
