Parish readies third-party inspections and fee schedule to handle large data center plans

Parish Attorney Patrick Jackson told the committee that proposed amendments to Chapter 19 would set permit fees for inspection and plan review and allow the parish to use third-party inspectors for major industrial projects. Jackson said Code Inspections Plus will continue permitting while Volkert, Inc. will perform on-site inspections and substantial plan review; he noted that Amazon recently submitted roughly 2,000 pages of plans and that engaging Volkert should shorten plan-review turnaround from about three weeks to days.
Jackson requested approval of the contracts subject to continued legal review and said contracts are written as not-to-exceed hourly rates to be managed by parish staff. Eric Hudson and Dr. Ken Ward said the parish is also reviewing noise- and light-abatement measures; Dr. Ward said the parish has engaged Dr. Kenneth A. Cunefare of Arpeggio, LLC to advise on noise and potential ordinance changes, and that Amazon has been receptive to mitigation ideas such as noise walls.
