Commission approves notice to exceed revenue-neutral rate for county budget; vote 4–1

Miami County finance presented a proposed county general budget notice stating the county would exceed the revenue-neutral rate. Finance said the mill rate would move from approximately 36.180 to 38.004, with the increase intended to fund the purchase of the remaining 0.5 of an ambulance for EMS (about $250,000 across multiple items was discussed elsewhere), a 3% cost-of-living adjustment and merit increase for employees, and replenishment of reserve funds; the presentation also noted a plan to eliminate four positions within the budget.
"We're going to be adding in a 3% cola and merit for employees," Sydney Ming said while describing the proposed budget; the finance presentation also cited the mill-rate change and the ambulance funding option. After a motion and second, the commission approved filing the notice to exceed the revenue-neutral rate by a 4–1 vote, with the meeting record indicating "4 yeses, 1 no" and naming Commissioner Bickering in the context of the vote.
The action authorized the chair to sign the notice; it does not itself adopt a final budget. Further budget hearings and required notices will follow the formal levy-setting process.
