Planner Bridget Snow reviewed staff options for managing infill. The chair "suggested that the two be blended," indicating interest in combining approaches rather than choosing a single option. Commissioner Steve Minton urged the commission to consider clustering paired with rural protections, recommending "looking at clustering the permitted houses in the rural area." Commissioners also discussed road-maintenance impacts, including differences between gravel and paved roads and possible changes to paved-road requirements.
