"For folks that aren't supervisors, the county is still facing a $15,000,000 operating deficit," Kyle Minks said, framing why departments are working on reductions.
Commissioners asked that monitoring language be broadened beyond phosphorus to specifically include nitrogen and requested clarity on whether cooperative monitoring partnerships with USGS and others are captured in the recommendations. Phil Gabler and others asked whether the continuous-monitoring work with USGS is included; staff confirmed that it is and offered to schedule a future presentation on monitoring methods, nitrogen, and the commission's scope so new appointees can be briefed before the commission finalizes budget recommendations.
