The Dane County Personnel & Finance Committee began its 2026 review of the Employee Benefit Handbook on July 13, with Department of Administration (DOA) staff outlining the annual process and asking the committee for policy guidance before drafts are posted. "We are engaging in the review of the Employee Benefit Handbook now," the presenter said, describing notice to employees, three proposal sessions, and an online comment period via Connect2Dane.
DOA staff told the committee that ordinance 1820‑4(b) requires an annual review and that DOA will research cost implications and hold stakeholder discussions before bringing proposed handbook language forward. The presenter said recordings and proposal materials are posted to Connect2Dane and that DOA prefers committee guidance in advance of posting drafts so the department can incorporate board priorities. Several supervisors urged an iterative approach — being informed after proposal sessions and then offering guidance over two or three meetings — rather than a single, pre‑draft guidance point. The committee agreed to provide priorities and to schedule further meet‑and‑confer sessions as needed.
